Development of Innovation Culture Based on Human Resources Management with Local Cultural Values

This study aims to produce a model of developing culture innovation through an HRM approach in practices and cultural approach. research was conducted on cooperatives Bali. The population is cooperative Respondents are managers. Total 1371 people with 93 as sample using Slovin formula. object about the innovation, human capital, resource practices, local Balinese values. Inferential statistics Partial Least Square analyze data test hypotheses. results this resulted strengthen determined by HRM, namely based Culture form values external factor that able encourage internal environment innovate. found capital did not mediate influence but had effect capital.
